Accepting low levels of violence leaves the floodgates open to bigger and better indiscretions, even crimes, When Giuliani was major of New York it had some of the highest crime rates in the whole country. Nothing seemed to work and they really did try everything. Finally they brought in one expert who advised them to crack down hard (no not with a pipe!) on the little illegalities that most people got away with: urinating on the sidewalk, bullying on the subway, jumping turnstiles, etc. Lo and behold within a few short months, the murder rate went down, significantly!
Now what does that tell you? Well amazingly enough, the little things matter, really really matter. No?
